Mine certainly isn't. In fact it's quite the opposite. The grubby places near me are the pizza/kebab/burger places. I don't use any of them as they're repeatedly being closed down after food hygiene inspections. They've even been in the local paper. Genuinely grotty.

I prefer the one's from the olden days, just a few chairs a grubby menu stuck to the wall probably with a mix of blood and grease, a hole in the wall to order food and collect orders.

Don't want to see it being cooked, oh and foil containers the temperature of the sun

In the west.

My local one is extremely clean and all the cooking is fine in front of everyine.

Some of the pubs I have frequently over the years, well that's a different story.

Not all are. I have travelled and I have seen far far far worse. Some places I have been I have gone days not eating for fear of death. And I eat anything, as long as it's hygienic
