As with everything it will be due to context, intent, and the source of said wolf whistle.
It may be a compliment from some, it's also generally predatory pack behaviour because most of the time when it does happen it's a group of men toward a solitary woman.

If it’s supposed to be taken as a compliment then can you explain to me why it’s only ever done when men are in a group with all their friends? Then they all have a right good laugh at making a woman feel uncomfortable afterwards. |
