He's only chief of some police. There are quite a number of police forces in the UK, the Metropolitan Police is only one of them.

Each police force is an entirely separate identity. He has no power of any sort over another Chief Constable. He just happens to be the boss of the largest force.
The Met doesn't even have the same senior rank structure as most other forces. Only The City of London Police, Gotham City and Met Police have a commissioner.
He's not even a Police Officer in Scotland or Northern Ireland so can't outrank them. (He's only sworn in as Constable in England and Wales, the other two areas have a different legal system).

Says who?
That's a bit like saying the head of Tesco outranks the head of Aldi. They are different organisations.
The Metropolitan Police has a different ranking system than say, Greater Manchester Police. The ranks are the same up to Chief Supt but diverge after that.
How can he be more senior than a police officer in Scotland when he isn't even a police officer in Scotland?
