I know this will make me sound like a blow-hard again, but I wouldn't personally trust a manager who flirted with his staff, as a manager or as a shag tbh! If he had ideas on someone AND thought it was workable he should either hide it or just put it to them it, and keep the flirting in check imo. Apart from what it says about his (or her) qualities as a manager, other people at work can pick up on it too. And if there are managers above him he could be risking his job frankly! This has always been an area people are at first shocked and then really embarrassed and regretful to find themselves in trouble with. But maybe this guy owns his own business I don't know. (Obviously I'm assuming this is proper flirting here and not just conviviality too!) It's ok to dream and fancy someone obviously, but like everyone says, take care though.

There are only ever two outcomes when sleeping with the staff as a manager, fire them before they quit in a blaze of glory and drown you alongside themselves, or, make it a permanent relationship where one of you typically tends to have to leave the business.
On a personal level, I agree management that overstep their professional boundary aren’t to be trusted on any level; that said, we love who we love and if you meet that person in a work environment then peace be upon you both; but one of you (more often than not) has to leave.
Many large organisations have codes of conduct, the most high profile recently was the CEO of Coke who had to step down because he was in a relationship with a co-worker and didn’t declare it; breach of his service agreement and bye bye!
I can regale all day if you want to listen, I’ve investigated and fired more people than I’d ever have imagined due to improper conduct in the workplace.
