A thing to remember is that the actions themselves don't tell what is happening - it's about desires, dynamics, and how each person defines themselves and the experience. So in your example the watching-only male partner could be a stag, a Dom, a voyeur, a cuckold (cos yeah cuckolding is also done to spec for the enjoyment of the cuckold), and possibly combinations of these.
Some people like to play in certain ways and formalise what eg. cuckolding means to them, there can be very rich protocol, and there are a few sources you learn more about this if it appeals. Probably comes down to the balance of sexual power. Cuckolding indicates there is a level of humiliation of the 'husband' by the 'wife'. They can be present or not but either way the 'husband' is denied the sexual or other attention the 'wife' openly flaunts and gives freely to others. Usually telling the 'husband' how pathetic he is.
