I would say kissing is an important part, but it's all about building the tension up and that starts with the kiss.
I like to sit on her lap, put her arms behind her head and hold them. Lean in for that kiss and just as the lips are about to touch, stop and pause. The comments from everyone else are also true/valid, but kissing is the one true thing that transcends from, say, a neutral environment such as a restaurant and moves to the bedroom.
