I’m not sure it is no. It’s a guest for free. You pay for the room type - double, king, Juniior suite, large suite- The room has a price , it’s irrelevant if it’s one or two guests

Are the single supplements being charged through a travel agent or tour company?

I haven't used any of them for years. I book direct or with B00king.com.

Supply and demand is discrimination and should be illegal.
