The more men wear shirts the less of a dilemma this would be
With a suit, tucked in.
Cufflinks a lovely bonus
The rest of the time it varies. Whatever you do, do it with confidence and own it. That's what makes it sexy too

I wear shirts typically tucked in if pants are buttoned and belted.
I never wear short sleeve shirts but unless I’m wearing a tie I always roll the cuffs part way up the forearm. |

Formal shirts - tucked in.
Informal - untucked. Anything tucked in makes you look like my Dad or someone who shops at M&S or C&A/Debenhams.
Short sleeved shirts - should not be worn by any man with a shred of fashion sense or decency. Get a good long sleeved one and roll the sleeves up. Otherwise, and again, you're my Dad.
