Yes most definitely, unfortunately I would assume you weren't successful.(really hoping I'm wrong)
It's absolutely disgusting of the business not to let you know either way though.
Did you not ask at the interview when you could expect to here a decision by? |

Aww employers pretty ruthless nowadays re post interview acknowledgment, unavoidable due to workloads etc many a time but still ruthless. As said above, if not heard anything same or next day, it definitely wasn’t for you. Onwards & upwards |

Prospective employers haven't sent out rejection letters in donkys years.
If it's been three weeks and you haven't heard anything, then you already have your answer, I'm afraid.
Usually, if you're successful, you'll have heard back within a couple of days or at least get invited for a second interview |
