I thought it was when you put on your relaxed slobbing on the settee clothes ie trackies and T-shirt, I could be wrong

In a swinging club, dressed down means lingerie/boxers or a towel or naked.

If you're talking about a club then yes dress down means either underwear, towels or naked.
