Is the cam only accessible with Wi-Fi?

Hi, I’m still trying to find out if you can use your camera in the chat rooms without Wi-Fi. I’ve had all my restrictions removed from my iPhone but still can’t use my camera unless I am able to use Wi-Fi. Can anybody tell me if this is right please?

Most of the time when this issue arises, it's an adult block on your mobile service provider

You can definitely use it without Wi-Fi, I’m not sure what’s not allowing you to use it with your normal data I’m afraid.
