But they *can* give an honest reference
OP, I'd say get a reference from the people you were actually doing the work for rather than the agency.

If you work for an agency, they are your employer. They would be your most recent/current employer. However, you can still also use the company in which you were placed.
If there are any issues, anyone can give a honest reference, however, most now, tend to just give dated references.
It also depends on the reference request what questions are being asked.
