Is oral sex on meets safe sex?
Guys can have a condom on when receiving head but it's different for women. For me, eating pussy is not different from bareback play.

Hate to break it to you but condoms aren't 100% effective against hpv either. Even herpes for that matter. 
I think the only safe sex is no sex. After that it's personal choice and risk assessment.

As one of the posters already mentioned, the only 100% safe sex is total abstinence. Oral sex (either way) is the least risky, but still carries some risks. The advice is not to brush your teeth shortly before having oral sex as the brushing may cause microcuts in your mouth. |

This is true.
I never have penetrative sex without a condom.
I do have oral sex and realise its a risk. But I wouldn't go down on someone if they were stinky and obviously sore... I'd never meet someone if my cock wasn't clean and fresh.
That's one of the reasons to always meet socially first, you can get a good idea of how someone looks after themselves by having a good honest chat.
