neither, it's just acknowledging that someone has tried. It's not saying it's good but it's not saying it's bad either.

"ive always thought it was intended as a compliment .. not sure why it wud be taken any other way really " Well often its used as an acnowlegement of failiure but recently someone pointed out it signified "not good enough" and it made me think. |

Depends in what circumstance it was said - if someone saw me bricklaying and said 'good effort' I'd be mighty pleased, If they said it after sex I'd think 'cheeky mare' but say thank you graciously. |
