could be a simple 2 step authentication process.
1) fab adds an option for penis length just like sex or age, which can be used in search options.
2) the profile must have a public picture with a ruler or standard sized item like a 330ml can beside the cock.
part 1 is on fab, part 2 is on the guy.
by a woman using the search option, she narrows down the number of profiles shes looking through, then its on her to judge the cock.

In almost 9 years on Fab, I have never ever asked a man to measure his penis.
People can get a rough idea of size from a photo of it. So no we don't need a verification system.
I have quite often been asked how big my tits are though.
