Why is that? Asking for the whole country..."
Pretty sure it's company policy, led by the senior management and shareholders to ensure than they can't hide undelivered, missing post by hiding it down their trouser legs.

Uniform choice is optional. There is no company policy stating shorts must be worn. I have been a postie 19 years and never once worn shorts |

It's actually a cost cutting measure.
Less material in shorts therefore lower cost and more profit for the shareholders.
Same logic as why printing your own postage labels is barely cheaper than using stamps. Makes the company more money.
