It's called dogging because it started as strangers following couples, hoping to watch them have sex, I.e dogging their movements.

Trouble is I don't think you're right. I think the phrase stems from men pretending they are going out to walk the dog when in fact they are going out to watch people fucking.

Let's not be dogmatic about these things. Many people enjoy such pleasures and sometimes we simply have to accept the established nomenclature.
It's a global thing: the Canadians lead the way. They even named one of their provinces after the popular 'activity': Newfoundland and Labrador. |

In the early days it was the excuse to use with the police or couples in parked cars at night. EG Why are walking around at night down this lovers lane? Why are you in the country park/woodland car park. Answer - Just taking my dog for a walk
Same with wife indoors. EG Just popping out to take the dog for a walk |
