Unable to say as I have incomplete data - only experienced half of the equation.
However from the subset I do have (vulva owners) the results vary - some are excellent at it, others are mediocre.

The only answers you'll see with any real experience of this will come from men, since its only them that can/may/will have experienced both men and women giving them a blow job.
And that excludes straight guys who haven't been sucked off by another guy. Everyone else is just guessing.
My answer (having given a fair few and also been on the receiving end) ?
It depends on the individual. It's an activity that like any - driving a car, riding a bike, playing the trombone - can be learnt through teaching and practice. Some practice more and become better at it through experience, trial and error and feedback. Others just do what they think works, never change technique or ask for tops, hints or feedback as to whether what they're doing actually feels good or not.
Of course men have the advantage over women (assuming they've ever had a blow job themselves) in that they know exactly how it feels, what stimulation provides the best sensations and what is irritating/painful. So in theory they should also be better at giving them too. But that knowledge can be accumulated by women through feedback too.
So it really does depend on the giver.
