Telegram is discreet. You need thier Telegram handle tho before you can add ppl. Don't think you can find ppl. It's not kik.. x

As for finding people - share your username with people you message on here

Some people post their Snapchat, and other contact details on their profile so putting your Telegram details on there is an option

It is encrypted but not end-to-end so not as safe as say WhatsApp.

That's the standard chat.

You can start a 'secret chat', which is end to end encrypted.
