Someone (probably male from the information provided) was cycling on the M6.
He was not wearing a helmet.
That's what was going on there.
If I had to guess I'd say he was either...

It's odd you highlight he's not wearing a helmet when that's not illegal?
If it it's the footage I've seen it's a delivery driver who I assume has used a phone and blindly followed the directions.
No one hurt, no big deal. There are far worse offences committed on motorways daily |

Its surprisingly common.
Seen one on the Aston Expressway that leads from Brum to Spaggy Junction and another several years ago, having a chat with the plod at the side of the slow lane, about 200m along the M6 Northbound |

I saw one once on the hatched markings at the end of the barrier between the motorway and an adjoining slip road so he was between the cars on the slip road and the motorway. No idea how he got there. I called the police on my handsfree as I genuinely didn't know how he planned to get out of that situation. |

There was a cyclist without a helmet on the M6, which is a motorway near Birmingham. The police have dealt with him.

Yes, they may not have had a helmet but at least women have built in airbags. |
