The London Police have appointed a new Chief of Police. Where should he start?

Defining his priorities and strategy, then communicating it to his people, to get them on board.

Part of this may mean to increase training and assessment of staff, to ensure standards are sufficiently high.

Getting them on board, needs to be followed by doing the same with the public.

Surely he should start with Scotland Yard since that's the head office of the Met Police. He needs to start at the top and get the right people in place to sort out the mess they are in.
