The human body _tends_ to be in proportion - if that were not the case then you would often see people with long necks, short legs and massive toes and vice versa. You tend not to see that on average.
Therefore if someone has, say, longer legs then they will tend to have longer arms than average in order to maintain some semblance of proportion. That goes for all body parts.

Over the years to me it has become clear height, hands and feet mean nothing with penis size.
