Quite simple evolution. When we were apes and walked on all fours, the male apes were constantly reminded of a females ability to produce offspring. Effectively their sexual organs were at eye level. Apes breasts are function but not large.
When we evolved to stand upright we lost sight of this so female humans breasts swelled to create both a cleavage (a visual reminder of the buttocks and genitalia) and that they could bear young again at eye height (ish).
