Also... (afterthought) have you ever met someone who claims to have great oral skills because someone verified them as being great at it... and then thought "that other person either didn't want to hurt their feelings or is very easily pleased" 
Oh back to the question.... "no". There's too much focus on theory in the classroom and never enough resources for sufficient practical (unless they are covering material costs with a course fee – which would be like paying to suck cock… and the day I pay is the day I …get upset at needing to pay… unless I am filthy rich and just ordering gorgeous male escorts to pamper my every need whilst dress as the cast of 300… but that’s a different story and a one-off… unless I really like it.)
Would the certificate be an NVQ?
