Surely anything that would be a forum rule break would be a message rule break too?
I've had plenty of messages from people who could easily have continued a discussion in the forums but chose to take it out of public view....so they end up blocked.
If someone can't say something in public then don't bother Pm'ing it. It's generally done because they don't want others seeing what they're written.
