When cold the body will restrict blood flow to the extremities to protect the organs and increase chance of survival with the organs being in the core which is where the nipples happen to also be located. This is why you feel the cold more in your hands and feet also as there is less warm blood getting to them.
Dispite its many other functions a cock is also a bit like a radiator on a car so if your cold your body will instinctively shrink it to stop you loosing body heat. This is also why black guys will typically have larger cocks as their genetics have evovled for a hotter climate where the ability to cool down more is a benifit.
