How is it that "ruthless" is a commonly used word but the antonym "ruth" is rarely used?

This prompted me to have a look at the root of the word ruthless. Apparently the antonym is "ruthful" from the base word "rue".

For some reason I always assumed it had something to do with the biblical Ruth and meant that a ruthless person was unlike her. Which just goes to show exactly how little I know
