According to Wikipedia there are 45 territorial police forces and 3 special police forces of the United Kingdom.
Is this being done by all of them?

Yes, she's the Commissioner of the Met. She has no authority over any other UK police agency.
There is a single Scottish police force, one in Northern Island, four in Wales and thirty nine in England, one of which is the Met. There are another three with specialist roles across the UK.
It's not a new or unusual thing for police services to send out Christmas Cards to persistent offenders.

There is no single head of police as there is no single UK police agency.
There is no chief policeman and several heads of police services aren't men anyway.

Yeah, the idea is that it isn't just victims of crime that are scared. If the villain is trying to go straight, this is a gentle reminder to keep on the right track.
If they aren't trying to go straight, it's a reminder that they are n the radar.

Everyone knows that the UK is a constitutional monarchy And not a federal state. However it is also well known that “feds” is street slang in London, i’ve seen it on a documentary involving the retail sector in Sutton. |

Tom. If you are linking this move to the Chief Constable of Essex, it's nothing new.
I worked in Essex for almost 10 years up to late 2006. From mid-2005, there was a new Chief for the Essex Force, who sent out cards at Christmas to known offenders across his County.
He was responsible within weeks of having posters on buses, at stations in shopping centres, showing a toothbrush and shaving kit, with a footnote stating "to burglars & thieves, carry this on you, as you'll need them when you end up in jail".
He got officers out on beats, had them book cyclists on pavements, cleared up small crimes and related action, but supported his officers throughout.
Within six months, crime across the County had dropped dramatically. Did anyone object? Hardly anyone! No infringement on anyone except criminals.
