My personal thoughts are:

If you can afford it and want perminant removal then electroylsis or laser.

Intense pulsed light (IPL) gives a more reasonable priced reduction over time but takes a fair bit of work initially and only works really well for those with light skin and darker hairs. I have used IPL but have a few reluctant darker hairs (probably about 10% of the original) which don't seem affected and some very fine also white ones left. These I epilate away and pluck with tweezers when on more wrinkly bits.

I disliked shaving as I found it gave far too short term results and I dont like the prickly growing out phase.

My personal preferred method is waxing. Gives far longer results than shaving, regrowth is less irritating and over time the hair becomes softer and finer.
