Are you wearing the right size?

If they are too small they roll down.

If they are too big they gather round the ankles.

Buy big and wear boots with them.

You’re quite tall so you will need ones that are longer in the leg than “one size”

Try snag tights, they do various sizes colours and styles

Try standing in something shallow.. everything rolls in the deep.

It sounds to me like you are wearing the wrong size, try going up a size.
