Im no doctor, but if i were to dig into this deeper, it may be something to do with how the blood flows into the penis and the tension within the muscle fibers. Higher tension means less room for blood flow. Semi erect means more blood flow and just enough room for more blood to flow into the penis before the muscle fibers become too tense
But i dont know, im just spitballing here *shrugs* |
