If plough is pronounced plough, dough is pronounced dough, should bough be pronounced bough, like tough is pronounced tough?

And how do you pronounce Nice as in the Nice biscuits? Is Nice, or Nice?

It's true, Santa loves to garden but he's a bit stuck right now, his garden forks are broken and he can't fix them - he went to buy fork handles and came back with four candles
