Going purely on the OP post. Could be some Americans showing respect, Could be someone enthusiastic to show respect but not sure how. I'm not sure, I don't think I'd get upset about someone saluting a cenotaph though.

It was Charles and Ann and yep, hand position, we were disciplined if we saluted any other way than palm facing out.
As an aside, did you hear that mass rendition of God Save The Queen? I've never heard it so loud and sent with love to her Maj, bloody rousing it was. |

American is palm facing down, British is generally palm out but the Navy also do palm down (something to do with hiding dirty hands I think)
