Perhaps they can't afford to have it replaced. It's a big expense that a lot of people just couldn't afford, and some people can't/don't want to get credit to pay for it. As long as it's not unsafe and at risk of hurting the general public then I can't see why it should concern anyone else.

Yeah I’ve seen it in my town, usually caused by bins being kicked/blown over and people expecting someone else to clean it up
