My preference is Cyberlink PowerDirector but it is a fairy expensive subscription unless you want the features for doing a lot of video editing.
In PowerDirector I find adding a mosaic or blur effect layer, then sizing and moving it using keyframing gives a lot of control and a reasonably pleasing hiding the subjects identity in a documentry look. |
