Definitely one of the best.

Rock is interesting, could be the best but also had a habit of burying people rather than making them feel legit. I've always massively preferred his heel promos.

Some of my other favourites off the top of my head - Jericho, Dusty, Bret, Flair, Piper, Austin, Vince, Foley, Heyman. No idea who I'd say is the best. MJF and Britt Baker are ones to watch as future masters

(Honourable mentions for some of Hogan and Cena's stuff too, and Edge since he's been back)
