Exactly what I was going to say. I know of 2 NHS trusts that ban smoking for staff anywhere on the grounds.

my daughters workplace doesn't have one although they have an area, the other day it was raining so they went under a tree which was outside work grounds. They have been in trouble because neighboring houses made ccomplaints.. bosses have said they may take their privileges away ie.. smoking.

Breaks for cigarette smoking outside of standard tea breaks that the whole workforce enjoy are very much at the bosses discretion but if they were to use such a heavy handed tactic like 'taking away a priviledge' they'd have a disgruntled % of the workforce and less productivity as a result.

Personally, I'd look for a new job, but then I'd never work in a factory or a closed clock-in/clock-out environment again anyway.
