"How do you know how much to water a house plant?
This is infuriating they either go droopy leafed or have water in the bottom of the pot?! "
It depends on what plant and where it's situated. What kind of plant?

Geberally the soil should be wet about a finger end depth, doesn't matter if the soil is dry at the top.
Some roots rot if you water the tray so try watering the soil instead. Also, you can use feeders like Baby Bio. Average for this is about every two weeks but again it can depend on the plant.
If you have stuff like bog plants (venus fly traps and the like) they need to be sodden and keep the water levels up. |

Pepper plant Called a capsicum annumm or something similar"
Ah ok, keep checking the soil is moist and use the finger gauge. Plenty of sunlight for this one so place in front of the biggest window. Make sure the pot is big enough too, if it isn;t you will need to re pot dude |
