I think sexy is an attitude rather than an age. Joan Bakewell for instance or Mary Archer are so fiercely intelligent and confident that it's sexy. Helen Mirren holds herself a certain way and doesn't conform to "the rules" (whatever they are) around what older women should wear. Irene Apfel is in her 90s, she's fabulous!
