If you have to wear a big coat with shorts that's a clue its too cold for shorts.

Perhaps they have poor circulation in their arms and need the extra layers?

Maybe their legs get hot?

Why do you care what anyone else is wearing? Unless they're wearing crocs...thats a social issue

I always wonder why people wear shorts, a tee shirt and a bobble hat . If its warm enough for shorts its too hot for a bobble hat

Yes and no sometimes the big coats a fashion statement

Also may be hiding sed booty shorts or hot pants till they get to sed night club or venue

maybe they don’t want everyone head turning on the way to the club because hafe they booty hanging out them

Light wight long roll up jacket that comes to knee length for walking down street or two club

When in club off rolled up in back flashing hafe the booty and that’s whare you want the attention in the club not walking down the street

In all seriousness, some people wear shorts out of practicality. My fwb is a below knee amputee and so if he's not wearing his prosthetic, he'd have one dangly trouser leg AND if he is wearing his prosthetic, he'd have to take off his trousers to adjust it or remove it. So, he wears shorts pretty much all year round, including when he went to Utah in the winter!
