The "personal choice" line is always trotted out to excuse selfish and dangerous behaviour. Yes, it is a matter of individual liberty and consent between those involved, but that doesn't make it less irresponsible or less of a potential burden on the NHS.

Drugs, cigarettes and alcohol are matters of addiction and it's not the same as a straight forward choice to use a condom or not. Plus as controlled substances, we have laws regarding their use and protecting people from them.

Fast food is a poor comparison as it is only excessive use that creates a burden for the NHS, it only takes one bare fuck to give someone an STI and thorough them to then pass it on to their u suspecting partner who definitely didn't consent.
