If you touch water it feels wet.

If water touches something it makes it wet.

If you don't touch it, or it touches nothing it's not wet.

The variable therefore is the touch.

So water can be thought of as wet, not wet, or both.

2 part answer

My immature response - “no but your mom was when I left last night”

My scientific response - “”wet” is a state where molecules can stick to that thing in question - i say molecules and not water molecules because other liquids can make things “wet”. Oxygen atoms have a greater electronegativity than hydrogen atoms, oxygen in the water molecule pulls on the two hydrogen electrons, causing a covalent bond to be polar and hydrogen bonds to have a slight negative charge. This gives water the characteristic of adhesion - able to stick to things and make them “wet”. This being said other liquids have this characteristic and if mixed with water then water can become “wet”. But does this mean water makes itself “wet?” Who knows

But ice is water and is solid - therefore if a liquid were to be poured onto the ice (which is water) it could legitimately be described as being wet - therefore water *can* be wet
