Just block and report - there are so many keyboard warriors on here at the moment - he's trying to provoke a reaction.
Just do what you would do normally with stupid people.

If you still have his message there is a report to admin button on it and you can click the block button from the message also |

Him blocking you does not protect you from him unblocking you if he feels inclined. Block and report and hopefully get him off the site. |
