"Who decided which is which"
No one 'decided'. We all make decisions based on our personalities, culture, upbringing etc.
There are plenty of people who believe homosexuality is evil and plenty of others who believe that to think this is evil. Torture used to be public entertainment, infanticide, r@pe and slavery a routine part of conquest but most would now agree these are evil.
Some things are only evil when other people do them. Blowing up hundreds of thousands of innocent civilians who have the misfortune to live the wrong side of an imaginary line on a map to win a war is considered by many to be evil and abhorrent though who doesn't love the sound of a Lancaster bomber flypast?
Good and evil are relative - and are usually decided by those with most power and the loudest voice, its surprising what we can be convinced is morally right - you only have to read the recent thread on free meals for poor kids to realise that.
