They can't be expected to monitor every profile. If you think people are breaking rules and want admin to look at it, report it.

Yes, as above, it's impossible to see all the updates/statuses etc, just report any you see..

Its easy to be critical.

My view is that if people think they can do it better either step up and ask if they can help or start their own site/community.

This isn't a regulated past time, and plenty of people fly in the face of the rules, thats why the R rate isnt going down.
