Depends on the size of the pidgeon to hand ratio and whether they were in a basket or not.

We will go for an average size rock dove. No baskets but they can perch, on head/shoulders etc...

I have long arms so perching would work well for me. I’d say at least 5 on each arm, depending on how poofy their feathers are.
