There's surely e-shops online for larger cd wear, I should imagine.

If not consider contacting a shoemaker. They might advise buying as large a foot and calf size as possible and they might be able to make alterations.

I've often thought cd wear for larger men and trans women seems lucrative sector that could be developed in this online age.

I feel your pain OP. I struggle to find decent size 13 men’s shoes I can only imagine how hard it would be for women’s boots.
