I am not a bullwhip user, (I tend to stick to me 3 foot whip) but I was practising at Eurekas on Wednesday with my 5ft whip and that takes a lot of effort to throw properly.
I would echo Doctor Delerium and I would suggest you would need to see the person in action first before you let them near you.
Also take recommendations from people with whom they have played.
However as it does not sound like a bullwhip with a popper so it sounds as if there is a slightly larger margin for error.
I have videos of Robert Dante in action and I have seen Alex Cobra using his bullwhip in a club. If a person is skilled with a bullwhip they will not tear the person to shreds.

Thank you so much for advice this is big step up for us and she has not used whip before . Bit nervous lol but she a experienced flogger and with crop.

If you want the whip to crack it is very different motion from floggers or crops.
If your wife has used dragon tails it is not a dissimilar action.
YouTube has a lot of videos on whip cracking and bullwhip throwing that may be helpful.
