just made me laugh,some bloke whose house had been flooded trying to blame the government for not doing enough

wtf does he want?divert the rain clouds to france or iceland?

Depends on the circumstances maybe they have cut funding for flood defences - many floods are also caused by lack of maintenance to drainage systems - so he may or may not have a point
