Does the fitting of an external electrical socket come under building regs?

Not a sparky but yes it is. Provided you mean its new and not replacing an old one or anything.

Des that mean it wont have to be independently inspected? Does part P certification cover it?

I think from memory they will issue an electrical cert for its installation once it's complete and that's all you need

The weird thing is, if it's your house you can deem yourself competent to do the work and no certificate is required. A professional must issue a certificate.
